Brussels, 24 April 2015.- The director-general for External Relations and with the EU, Jesús Gamallo, attended the commission for Citizenship, Governance, Institutional and External Affairs (CIVEX) meeting at the CoR.

The meeting began with members holding two minutes of silence, one for the recent tragedy on the Mediterranean and the other one for the centenary of the Armenian genocide. Following the assignment of an opinion on the Citizen Initiative and the presentation of the subsidiarity report, local and regional representatives discussed the situation of the European neighbourhood policy, which had to face a year full of challenges and conflicts in southern and eastern Europe.

Despite not being on the agenda, local and regional representatives held an intense debate on migration following the recent tragedy on the Mediterranean. Members agreed to present a decision on the next plenary session asking for a stronger European policy on migration. This decision supports the need to take all possible measures to avoid more deaths in the Mediterranean such as the reinforcement of Triton and Poseidon operations, the fight against smugglers and human traffic and a better cooperation with the countries where migrants come from.

Local and regional representatives backed the conclusions of the extraordinary Council meeting held yesterday in Brussels and they pointed out that cities and regions are the most affected from this migration flow. Members discussed the possibility of making an opinion to present their perspective on migration.

Gamallo pointed out that “in this dramatic crisis, Europe must be effective. That means coordinating measures like improving Triton and Poseidon operations, fighting against smugglers and having the common will of setting up a better migration policy that avoids the loss of human lives”.

Local and regional representatives insist on the importance of reinforcing FRONTEX to warrant the protection of migrants and fighting human traffic more efficiently. CIVEX commission persevered on the importance of a shared solidarity and responsibility between member states to help integrate migrants.
